There is a way to teleport to small sections, but this is what you should do to explore the complete area:

  • Go to Castillo Redmane in Caelid, on the southeast side of the map.

The series of Ranni missions will take you here eventually, but you can also go directly to the castle to open Nokron before.

  • Defeat Starscourge Radahn at the Redmanmane Castle.

  • Go to Fort Haight West Site of Grace in Limgrave to find the entrance to Nokron, Eternal City.

A large hole will open on the floor next to Fort Haight after Radahn is defeated.
